Blocked path/access for months

The van has been parked obstructing the entire footpath and access for approximately 6 months +. There is no access at all on the path. Every day the van remains there, and never leaves. The car also parked next to it blocking access entirely, even to get onto the road. Vehicles are owned by the same individual. There is no wheelchair or pram access at all without having to turn back around and cross the road to rejoin at the other side of the van. The van is parked on the drive of the property 22 Ravenshill Drive, Ashington, NE63 8XU.
