20 mph sign has NEVER once worked since it was installed last year

Last year NCC installed signs either side of Whitley Chapel with flashing lights which are supposed to come on when the school is opening and closing, advising that the speed limit is 20 mph. The sign to the east of the crossroads is fine and has always worked, however the one marked has NEVER worked despite numerous reports. This is the important one as traffic speeds down the hill towards the crossroads. Could it be fixed please? MAny thanks
