Gap in pavement causing leak

Hi there, my mother lives at number 9 Shotton Street, next door to a council property. Both properties have a vast drop in the floor at their adjoining corners of their house. My mother's floor has fallen away by at least 2 inches. If I fit my hand into the void there is nothing at all that I can feel and the corner now sounds and feels hollow. Looking on the outside of the property the pavement that adjoins the front, the water lies in pools on the pavement and against the house rather than the pavement slipping away allowing the water to drain away from the house. The pacing slab directly outside where the damage is to the 2 properties has no cement sealing the gap like the whole rest of the street does. The water is standing in the hole and it is so bad, again I can fit my hand in here. The council tennant says she had someone come out to her property who said it's 'not a problem that the floor has fallen away, they just need deeper skirting boards fixed' This run off form the pavement and the poor maintenance of the footpath is obviously causing damage to both properties and we would like it investigating properly.
