Flooding due to blocked drain

Water runs down the track from that runs west up to Dotland. The drain that the water sometimes runs into, on the side of the road is blocked. I have on many occasions dug it out myself but it is now full of gravel, debris and silt and needs to be done properly. When it rains the water currently runs from the track onto the road and continues downhill sometimes until it reaches the Peth over a mile away. If it freezes it all turns to ice. Would be great to get it sorted before the rain and ice inevitably comes. Thank you
