Failure to reinstate grass verges after cable/pipe laying by (assumed to be) a Public Utilityty

There has been extensive damage, first noticed at the weekend, to the grass verges and hedges adjacent to my home at High Mousen. It appears that this was a result of pipe laying by a Public Utility or a Contractor.
The so called reinstatement is a disgrace as was the lack of care taken when driving heavy vehicles over the grass verges assumed to facilitate the pipe laying work.
Old Mousen is a picturesque Hamlet and this mindless carelessness is a disgrace and those responsible should be made to to reinstate the verges to the condition they were in prior to this work being carried out. As to the damage to the Hedges!
My gardener has carefully tended and regularly maintained verges and to say he is upset is an understatement!
