Ncc and householder responsibilities

Hello, could NCC clarify what responsibilities there are with regard to the grass patches in front of the estate properties, and also shrubs/ hedges in front of boundary fences. Are all these solely NCC responsibilities? Can householders replant patches or alter them? Does this help or hinder NCC?
