A neighbour has raised the kerb stones himself

Last week a neighbour raised the kerbstones to approximately 15meters of kerbstones on the North side of the road. Has he obtained permission to do this. He has not used a contractor and has done this himself. He has raised the kerbstones a few inches where previously they were able to allow excessive rain fall to go into the woods the water will now flood down hill to the properties there. There is a drain at the area he has worked on but it is blocked. He is aware of this as I saw him looking in it.
