The drain is blocked full length of road from top of hill

The drain ( left hand if coming from main road) at top of hill was cleared last year but the underground gutter / drain was not . This resulted last winter in constant water running down a steep hill and when it was frozen it was very dangerous to drivers and walkers . It has not been rectified this summer and a large amount of water constantly runs down the road . This needs fixed as soon as possible as possible .
