Diseased or dying tree outside house

Sent to Northumberland County Council less than a minute later. FixMyStreet ref: 4973693.
The Ash tree used to bud/flower in the spring then all flowers who be shed. This did not happen this year and for some time now has been shedding leaves, not individual ones but the complete stalk. There are several silver streaks running down the length of the trunk (sap?) My concern is that if it is diseased or in distress this may progress to dead branches falling causing injury and or damage to vehicles.
